Clouds no longer use the missing texture if the file cannot be loaded

Up until 1.21.1, if the cloud texture could not be loaded, then the missing texture would be used as with any other texture. Starting from 24w33a, this no longer happens, and the clouds are absent.

Can be reproduced with the attached resource pack.

Expected results would be for the missing texture to still be used, or possibly a dedicated new missing texture for clouds as coloured clouds are no longer supported.
