[MC-298803] Banners render in front of High Contrast Block Outline's outline

The black outline that renders with the setting “High contrast block outline” is rendered behind banners.

Steps to Reproduce:

Turn on High Contrast Block Outlines in accessibility settings
Place a banner down and hover over it
❌ Notice the difference when looking at the outline with the banner behind it compared to the ground behind it
