in a cave very close to the surface there is a entrance to a underwater cave. during the first night or two i never noticed anything but 3-4 ive seen frosted ice forming on the water, it keeps regenerating and the melting to my torch before repeating. if i break a piece by hand all of the ice disappears before reappearing about 2-4 seconds later. im not a expert at bug reporting sorry if this is not explained well.
Environment
i dont know what im suppose to put here but ill guess. this happened in a sparse jungle biome in lan. i dont know if it effects other versions or biomes. dont know if it effects singleplayer. i have 2 screenshots one with f3 and one without if that helps.

although is frost walker suppose to only work if you touch water or can you just be on the shore. and i found it strange that literaly ever piece of ice broke when i punched it. otherwise this was just me being forgetful
See https://minecraft.wiki/w/Frost_Walker for Frost Walker mechanics. (But remember that the wiki is unofficial and should not be read as a definition of intended behavior– for that, read Mojang’s blog post for the development version where the feature in question was added.)
actualy disregard everything here i apparently grabed boots with frost walker from a shipwreck and forgot about it. sorry
