[MC-299882] The offset between the coordinates shown in the F3 debug screen and those used by commands.

The coordinate issue is not a bug. Please check the moderator note in MC-4794.
The end portal bug seems to be MC-97216. (Please report one bug in one report)

Use the "Block" line on the F3 screen if you want integer coordinates. It's right underneath the "XYZ" line.
