Debug Options screen (F3 + F5) can't be opened if F5 is bound to certain keys

By default, F5 is bound to "Toggle Perspective".
This works as expected for bringing up the Debug Options screen via F3 + F5.

However, if you bind F5 to a key other than its default (e.g. "Take Screenshot") and then try to use F3 + F5, the Debug Options screen fails to open.
