Different keyboards have some F3-keybinds that don’t work. For me, F3+F4 and F3+B work well. F3+H opens F3 screen and hides minecraft and shows my desktop. F3+F5 just opens F3 screen. I have seen similar different problems with another keyboards. I have never seen problems with opening F3 menu.
It should be possible to do these without pressing three keys at same time (fn+F3+other), for example from pause menu.
