It affects all versions of Minecraft; errors like the one below can be seen.
Apparently, no skin loads on any server in the game, no matter which one. Textured heads don’t load either. It seems the game tries to install the skin textures but fails and throws errors every time.
HTTP error code: 451
According to what I researched, this is an error related to legal terms.
This doesn’t seem to be caused by my computer, since it also happens to my friends and on my laptop, which has nothing to do with my desktop PC.
It doesn’t seem to affect other people, and even though I’ve tried deleting Minecraft in every possible way and reinstalling it, the problem remains.
This is not caused by any mod; it happens in every version of the game, from 1.8 to the newest one. It seems to be an internet connection error between Mojang’s services and textures.minecraft.net, and as I said, my friends are experiencing it too.

yeah, this also happens to me and i almost went crazy trying to know what is the problem. Mojang please fix this error!!!!
Hypixel and UniversoCraft are heavily modded servers. Does this issue happen in a fully vanilla environment & on the latest release?

As I said, the problem can't be reproduced.
Apparently, it happens on my entire internet connection: my laptop, my desktop PC, and another desktop computer.
I've tried several things to fix it, and only VPN has managed to minimally fix the error. Afterwards, I've had trouble downloading Minecraft skins correctly again.
From what I've seen, the problem you're having doesn't seem to be 100% the same, because mine happens on my entire internet connection.
Please could you join community support (linked below) and @ me in the community-support channel? I’d like to try some troubleshooting steps with you.
