HTTP Error 541 - Player skins not loading in both singleplayer and multiplayer (defaulting to alex/steve)

Steps to reproduce the issue:

  1. Open the official Minecraft Launcher and sign in with a Microsoft account.

  2. Select or upload a custom skin in the "Skins" section.

  3. Launch the game in any modern version (I tested it in 1.21.8, 1.20.1, 1.16.5 and 1.8.).

  4. Join either a singleplayer world or a multiplayer server.

Expected result:
The game should load my selected custom skin, and I should see the current skins of other players.

Actual result:

My player always appears as the default Steve or Alex skin, regardless of the skin selected in the launcher, when playing in multiplayer, other players also appear as Steve or Alex, however, they can indeed see my skin and eachother’s skins. The launcher doesn’t say im offline, and when you try to use another Microsoft account the skins don’t load either. The capes also won’t load and if you select a skin and then close the launcher, then the skin won’t load and it will stay as the default Steve skin. The issue persists across singleplayer and multiplayer and stays even when i deleted the launcher.

Hello! Thanks four your answers, but I already saw your ticket (and most tickets regarding default skins) and that doesn't seem to be the problem. I don't have either Bullguard or any antivirus/malware in my software, and this started happening randomly 2 days ago.

We do not have enough information to find the cause of this issue.

Please attach the full launcher log found in minecraft/launcher_log.txt.

The issue is on the ISP side, we’re doing nothing on our end that would return a 451.

Okay, so it is the ISP. But what are we even supposed to do about this? We already contacted Movistar and they won't do anything out problem, It's not like only 2 people have this problem either, Movistar is a really famous company and a lot of people use it as you can see.

Yeah it worked the whole day yesterday… Today, not anymore. Again 451. I don’t know what’s going on, it works then it doesn’t work again. This is annoying.
