Evokers can now spawn in Peaceful difficulty

The Evoker King is coming closer… no he’s not! But in the 1.21.9 snapshots, evokers can still spawn in Peaceful.

Steps to reproduce:

1. Set your difficulty to Peaceful.

2. Try to spawn an evoker with either a spawn egg or the summon command.

3. Notice that evokers can still spawn in Peaceful.

Expected result:

Evokers can spawn in Easy, Normal, or Hard.

Actual result:

Evokers can also spawn in Peaceful.
