Crash when placing iron bars next to stairs, when stairs are added to #bars tag

Steps to Reproduce

1. Add the attached datapack.

2. Place stone stairs.

3. Place iron bars on the solid horizontal face of the stairs.

Expected Result

Game does not crash.

Actual Result

Client crashes.
