As per the resolution of MC-13, arrows are only supposed to stick inside of players, as some specific mobs have issues with arrows being incorrectly scaled. However, the new “mannequin” entity will display shot arrows inside of itself, despite it being a distinct entity from players.
How to reproduce: summon a mannequin, then have it be damaged by an arrow
How to fix: either make it so that arrows only stick in players as MC-13 says, or allow them to also stick inside of other entities again that didn’t have scaling issues in Beta 1.8 (squids, chickens, pigs, sheep, creepers, zombies, skeletons, endermen, spiders, zombimified piglins) (see MC-216235).

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.

Can confirm, but I think this should be intended since mannequins are supposed to look and act like players in many respects.
