Except Steve’s, Alex’s and players' skull, other skulls in official can’t display normally like Herobrine’s, some mobs’s skull in give command/give @s minecraft:player_head[minecraft:profile=<Player_ID>]. Player_IDs are MHF_<ID>.
e.g./give @s minecraft:player_head[minecraft:profile=<MHF_Herobrine>]but it only gives Steve’s skull.
/give @s minecraft:player_head[minecraft:profile=<MHF_CaveSpider>]but it only gives Steve’s skull,too.
I tried these official skulls but didn’t make it. →MHF_Blaze, MHF_CaveSpider, MHF_Creeper, MHF_Enderman, MHF_Chicken, MHF_Villager, MHF_Cactus, MHF_CoconutB, MHF_CoconutG,

Hi, I downloaded a new version of 1.21.8 without mods, and I changed the network by the better WLAN, then I found the majority of the MHF skulls can display normally. However, the Alex’s skull display the other official skulls not Alex’s.
Command: /give @p minecraft:player_head[minecraft:profile=MHF_Alex]
Then it shows the other skull.
