In 25w41a, the "Confirm Command Execution" dialog is shown for commands with a permission level of 0. (e.g. /trigger)

To Reproduce

1. Run this command:

/tellraw @s {text: "Click", click_event: {action: "run_command", command: "/trigger test"}}

1. Click the text.

Observed Result

The “Confirm Command Execution” menu is shown.

Expected Result

The /trigger command is run instantly with a error message in chat, like in 1.21.10.
