gamerule spawnmonsters false is still spawning monsters in structures

i set gamerule spawnmosters false in singleplayer but monsters are spawning in dungeons and mineshaft and ocean ruin and trial chambers.

i expected no monsters spawning in singleplayer with easy difficulty.
