[MC-302983] gamerule spawnmonsters false is still spawning monsters in structures

i set gamerule spawnmosters false in singleplayer but monsters are spawning in dungeons and mineshaft and ocean ruin and trial chambers.

i expected no monsters spawning in singleplayer with easy difficulty.

Environment

windows 11 64bit
device is msi gf75thin 10ser

doMobSpawning only affects natural spawns, not mob spawners

i was talking about spawnmosters gamerule.
