Spears cannot be enchanted with mending

When attempting to add a mending enchantment to a spear via anvil or commands it doesn't allow this saying either “cannot support this enchantment “ or putting a cross over the anvil output arrow signifying an incompatible item combination (I have only tried this using a diamond spear, it may be the case that enchanting with mending works on other material tiers)
