When breaking the leaves to jungle trees, there is not enough of a drop chance to be able to keeping producing them, forcing you to break more trees and eventually deforesting a jungle.
Steps to reproduce:
1. Plant Jungle Saplings and grow them.
Break it’s leaves and collect the saplings
3. Eventually, you will run out and be unable to make more jungle saplings.

That's normal, jungle leaves have a chance of 2.5% (1⁄40) of dropping a jungle sapling.
Compared to other saplings that have a 5% (1⁄20) of dropping a sapling.
That's because large jungle trees were the first big trees and since there were a lot of leaves, there were a lot of saplings too, so they nerfed the rates.

Jungle tree saplings have low drop probability. You need to farm big jungle trees (2x2 ones) rather then small (1x1 ones).
