Hover events on text posted in the chat take effect even when in a GUI

Text with hover events posted in that chat shows the tooltip specified by the hover event even when an inventory or any other screen is open.

How to reproduce:

1. Execute the following command:

   /tellraw @s {text:"Hover over this text",hover_event:{action:"show_text",value:"Hover event"}}

2. Open the chat and hover over the text to make sure it works.

3. Open your inventory or press Escape to open the game menu.

4. Hover over the same text while in that screen.

Expected result:

Hover events on text in the chat would not take effect when a screen is open, like in 1.21.10 and before.

Observed result:

Hover events on text in the chat take effect even when a screen is open.
