Mobs will not spawn at all if the server shutdown with doMobSpawning(spawn_mobsin latest snapshots) set to false and then changed back to true when you log back on.
How to reproduce:
Setup a simple vanilla creative server. (Make sure your oped)
Log on to the server and run
/gamerule doMobSpawning falseRun
/stopStart the server again and log back on
Run
/gamerule doMobSpawning trueRun
/time set midnightand notice no mobs spawn.
Current workaround is to change the difficulty to something else and back or restart the server again while doMobSpawning is set to true, then mobs will start spawning again.
We do not have enough information to find the cause of this issue.
