This is a re-submission of issue MC-304198, which was marked as 'Invalid' due to the possibility of a modified client.
This report confirms that the bug is reproducible in a completely vanilla environment, proving it is a genuine World Generation bug.
World Information:
Minecraft Version: Java Edition 1.21.10
Seed:
5665209902302278679Exact Location of Glitch: X: -188, Y: -60, Z: 237
Steps to Reproduce (Verified in Vanilla):
Launch the official Minecraft Launcher with a Vanilla 1.21.10 profile (no mods, no resource packs).
Create a new single-player world using the Seed:
5665209902302278679.Use the command
/tp -188 -60 237to reach the exact location.Enter Creative Mode (
/gamemode creative) and remove all surrounding blocks (except Bedrock).A single Diamond Ore block will be found at Y: -60, completely surrounded by Bedrock blocks, making it permanently unmineable in Survival Mode.
Expected Result: Diamond Ore should not be fully sealed by Bedrock blocks, which is an unmineable structure.
Actual Result: The Diamond Ore block is generated in a position that results in it being fully sealed by Bedrock blocks, proven to be a bug in vanilla world generation.
(Please see the attached screenshot/video taken from a vanilla client.)
Environment
Minecraft Java Edition 1.21.10, Pure Vanilla Client (No Mods/Plugins), Single Player World.

I couldn’t actually reproduce this in 25w46a (the block at those coordinates was bedrock, rather than diamond ore, and was not surrounded by other bedrock), but I will set it to Plausible regardless because I’m sure such blocks do still exist in the latest snapshot. I’m certain this is intended because there is literally no impact to vanilla survival whatsoever and preventing this from happening would entail making world generation ever so slightly slower, meaning it would not be worthwhile.
Thank you for your report!
After consideration, the issue is being closed as Working as Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
