Subtitle for placing items in display objects are inconsistent

Relates to MC-194948.

Item frames and shelves are both objects in the world in which an item can be placed for display purposes. Despite the placement action being effectively identical, the subtitle produced differs: shelves say “Item placed”, whereas item frames use “Item Frame fills”.

Expected results would be for both to use “Item placed”, as it fits most consistently with the equivalent subtitle for blocks.
