Skeleton Horses, unlike regular horses and zombie horses, cannot wear armor at all.
Steps to reproduce the issue:
Summon a tamed skeleton horse, see its GUI, no horse armor tab.
Expected result:
They should be able to wear armor for consistency.
Actual result:
They can’t wear horse armor.
