So minecraft wont let players put chests inside a chest because it has a bit of real-life logic but also the copper golem cant put a chest inside a chest and will do it infinitely without getting the other items inside the copper chest.
Environment
Java edition, Windows 11, 1.21.11 Pre-Release 2 and 1.21.10, Vanilla no mods not in a server.

The copper golem can insert a chest into another chest, so the behaviour described in this report does not occur.

(Also fyi, you can put chests in chests. Only shulker boxes are not allowed inside shulker boxes.)
