Tamed horses can still run into cacti or sweet berry bushes

In 1.21.11-pre3 update log, it was said tamed horses no longer run into cacti or sweet berry bushes. But in current versions, tamed horses can still run into cacti or sweet berry bushes.

Steps to reproduce

1. Build a cactus (or berry bush) circle

2. Spawn and tame a horse in the circle

3. Observe the horse

Observed result

The horse can run into cacti or sweet berry bushes, as the uploaded video shows

Expected result

The horse won’t run into cacti or sweet berry bushes

Notes

In 1.21.11-pre3, the horse hardly move in the cactus circle, so I push it to make it start to move. But in 26.1, the horse often move in the cactus circle, so it can run into cacti by itself.
