Horses can walk over bushes but skeleton horses cannot

Since the changes done in 1.21.11 Pre 3 with horses and berry bushes, horse parking spaces no longer work the way the did. All horses behaved as skeleton horses do now. I doubt this was the intended changes as the changelog mentions horses panicking with bushes and cacti.
