When using the infestation potion effect, the mob can summon silverfish although not taking damage. This is the case for silverfish (which roll up dodging damage) and allays (technically the allay is taking damage, but healing up too quickly), resulting in the mob not taking any damage.
This can be abused to generate a very easy to build infinite exp farm, which removes all value of XP. Those farms are ridiculously easy to build and once built only need infestation potions (which are very easy to brew) to generate a huge amount of XP. As there is basically no effort needed to built such a farm it can not be intended to have basically no value in XP due to such farms.
Options to fix the issue:
Disable or change the brewing recipe to be much harder
Prevent silverfish from spawning by armadillos and allays (this wont be a very clean fix and there may be other alternatives of mobs that regenerate health or wont take damage on certain actions but spawn silverfish)
Limit the amount of silverfish a mob can spawn
Remove XP from infestation summoned silverfish
I don’t think this is a feature request: This (imo) is clearly a bug, I can’t imagine it’s intended for a single mob to generate an infinite amount of silverfish with the infestation effect.
