After my tests, the latest preview version "1.21.11-rc3" still has this issue. I'm not sure if it's a language-related problem, but it severely impacts the gaming experience.
After disabling "Force use of Unicode fonts", placing glowing signs causes the FPS to drop to single digits. This is not a mod issue; it has existed since the 1.21.10 official version.

The driver has been updated to version 591.44, with a GeForce RTX 3060 Laptop GPU. In the vanilla game (without any mods, resource packs, or data packs), with unlimited frame rate set and VSync disabled, the frame rate stabilizes at 700-800 FPS, and reaches 1100-1200 FPS in the Void.
However, the issue where glowing signs cause a drastic drop in frame rate still persists.
Steps to reproduce the issue:
Disable "Force use of Unicode fonts"
Place a sign and write random text (including Chinese characters) on it
Use a glow ink sac on the sign
Press Ctrl + middle mouse button to pick up the sign and place it anywhere
Expected result:
There should be no performance issues
Actual result:
Severe drop in frame rate
