If a skeleton is running away from a wolf and there is a player nearby in Survival or Adventure mode, then while escaping from the wolf (it doesn't matter whether it's wild or tamed), it tries to attack the player, which is indicated by the raising of its bow. The skeleton raises its bow and almost immediately lowers it, without even having time to shoot the player.
