[MC-305115] Built-In Resource Packs are labelled as "Made for an older version of Minecraft"

Steps to Reproduce:

Observed Results:

“High Contrast” and “Programmer Art” resource packs are labelled as being for an older version with a red background.

Expected Results:

“High Contrast” and “Programmer Art” resource packs have no red background or “older version” warning.
