Textures far away from the player sometimes have black spots (with certain resource packs)

reproduction step:

1. Load the world “Test Black Dots.zip”

2. Load the resource pack “black dots.zip”

When the “see through leaves” setting is enabled:

When the “see through leaves” setting is disabled:

With mangrove roots (/fill -4 -57 9 -66 -47 -64 minecraft:mangrove_roots):

I think this only affects cutout textures (and possibly translucent textures).
