[MC-305453] /setblock and /fill let you place water in the nether

When you use the commands /setblock and /fill in the Nether, instead of just evaporation particles, there is instead water.

I feel like it's kind of a good build anyway for those who want to do creative builds in the nether. I even feel like on creative you should be able to place it with a bucket of water
