[MC-305497] Crafting recipes for name tags aren’t shapeless

The Bug:

Crafting recipes for name tags aren’t shapeless.

Flint and steel can be crafted by placing one iron ingot and flint anywhere in the crafting grid, but this same behavior cannot be seen with name tags, leading to a slight inconvience.

Steps to Reproduce:

Obtain an iron nugget and a piece of paper.
Place the nugget in the upper left corner and the paper in the upper right corner.
Observe if you can craft a name tag.

Observed Behavior:

Crafting recipes for name tags are shaped.

Expected Behavior:

Crafting recipes for name tags would be shapeless.

The only valid configurations seem to look like this:

This is actually a parity issue with Bedrock Edition, in which the recipe is shapeless.

Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
