This behavior was introduced in 26.1-snapshot-3.
The bug
Sugar cane cannot be placed on red sand, though it still can be placed on regular sand. This was not listed as a change.

A proposed and safe, easy fix to allow all applicable overworld sand block variants (e.g. red, suspicious) to allow sugar cane placement is to update "minecraft:sand" to "#minecraft:sand" within the supports_sugar_cane.json file, as this matches the behavior of previous versions (26.1 Snapshot 2 pictured), as all overworld sand variants have the #minecraft:sand tag.
Red sand doesn’t have the
#minecraft:supports_sugar_canetag, whereas normal sand does.
