Repeating command blocks set to "Always Active" trigger one extra time after being set to "Needs Redstone"

Steps to Reproduce:

1. Place a Repeating Command Block and set it to Always Active

2. In the Repeating Command Block, type: /say 1

3. Press “Done” and see the chat fill with “1”

4. Open the Repeating Command Block, set it to Needs Redstone and change the command to: /say 2

5. Press “Done”

Observed Results:  

The Repeating Command Block will run the new Needs Redstone command once

Expected Results:  

The Repeating Command Block doesn’t execute any commands without a redstone signal after being set to Needs Redstone
