Note:
This is an issue most similarly related to MC-306119. Unlike that issue, there is no specific timing required to perform this bug. Another difference is that when playing on a singleplayer internal server, pausing the game cancels your item use, but not when on a dedicated server.
Steps to reproduce the issue:
Enter a world in singleplayer
Open the world to LAN
Attempt to use an item, and before an item is used, pause the game while continuing to use the item (example: eat a golden carrot)
Expected result:
The item stops being used after the game is paused (current behavior in singleplayer worlds)
Actual result:
The item continues to be used after the game is paused

I did not include the video of me doing it on the server by mistake, but I got the same result as the report says.
