The "Close Menu" action on the Spectator mode hotbar buffers if the 9 key is held

This behavior relates to MC-118107, as it is not directly listed there. It may be appropriate to have someone directly edit MC-118107 to include this bug within the full list, or to reopen MC-155809, whichever works better.

Bug:

When in spectator mode, the player has the ability to close the spectator menu by pressing 9 by default. Holding this key will buffer the action and repeat it several times, even after letting go of the key.

Steps to reproduce the issue:

1. Enter spectator mode

2. Hold 9 for several seconds

3. Let go of the key and observe the menu repeatedly opening and closing

Expected result:

The menu opening/closing stops immediately after letting go of the 9 key

Actual result:

The menu keeps opening/closing for a while after letting go of the 9 key
