Cannot use x+NUM to load saved hotbar while creative menu is open

Bug:

Players are unable to load their saved creative hotbars when the creative menu is open, instead forcing them to close the menu first (paired behavior of MC-256340)

Steps to reproduce the issue:

1. Save a hotbar (have an item in your hotbar, save it with c+1)

2. Open creative menu

3. Clear your hotbar

4. Attempt to load your previously saved hotbar by pressing x+1

Expected result:

The saved hotbar will properly load when the creative menu is open

Actual result:

The saved hotbar does not load when the creative menu is open
