Baby goats now have horns by default

Baby goats spawned in 26.1-snapshot-5 do not have horns, but those spawned in 26.1-snapshot-6 do.

Steps to reproduce:

1. In 26.1-snapshot-5, spawn baby goats

2. Upgrade the world to 26.1-snapshot-6, and spawn more

Expected result:

Both groups of babies should not have horns.

Actual result:

Babies spawned in 26.1-snapshot-5 do not have horns, but those spawned in 26.1-snapshot-6 do.
