Axes are missing from the minecraft:melee_weapon tag (data/minecraft/tags/item/enchantable/melee_weapon), causing them to not have access to certain melee weapon enchantments (Fire Aspect, Looting, and Knockback). This issue is fixed in the Java Edition Combat Tests but is still not fixed for vanilla.
Expected Result: Axes are part of the melee weapon tag, as they are a non-special melee weapon (unlike maces/tridents)
Observed Result: Axes are not part of the melee weapon tag
