Line spacing between the chat restriction warning and messages does not have a background

The bug:

The ‘Chat is restricted. Click this message for details.' message does not respect the 'Line Spacing’ setting, leaving a gap between it and any text in the chat. (Pause > Options… > Chat Settings… > Line Spacing)

Steps to reproduce the issue:

1. Set chat to commands only (Pause > Options… > Chat Settings… > Chat: Commands Only)

2. Set your line spacing to a high percentage like 100% (Pause > Options… > Chat Settings… > Line Spacing)

3. Run any command, like /help

4. Observe that the 'Chat is restricted. Click this message for details.' message does not properly format itself to respect the line spacing, screenshot attached

Expected result:

The chat restriction warning message respects the line spacing setting
