[MC-306375] Ghastling Loot Table is Hardcoded

Happy Ghast Entities with age values below 0 are hardcoded to not drop anything, even when modifying the Happy Ghast loot table.
Steps to Recreate

Install the attached datapack into a world
Summon a Happy Ghast with the following command, then kill it.
```
/summon minecraft:happy_ghast
```
Summon a Ghastling with the following command, then kill it.
```
/summon minecraft:happy_ghast ~ ~ ~ {Age:-24000}
```
Notice the adult Happy Ghast drops an item, but the Ghastling does not
