Can confirm as of 26.1-snapshot-9, but
This issue is not bow related, it is piercing related.
Any arrow shot with piercing does not despawn when it ignites TNT minecarts.
Normally they despawn upon impact.
This can be reproduced with piercing 1-4 with a bow or crossbow
