When having the player inventory open and hovering over the very top right slot with an item in it my mouse curser will freeze over that slot and wont let me move it until I click with the mouse button. The problem happened almost every time I hovered over that specific slot and I had a hard time moving the item because it would keep freezing. I had to hold another item with my mouse curser and replace it in the slot to get the item I wanted moved.

Are you using any add-ons or resource packs? If so, could you provide a complete list of them?
Could you please include details about your device and system specifications (RAM, CPU, GPU)?
Have you tried reinstalling the launcher and the Minecraft game? (Remember to create backup files before doing so.)
Have you installed the latest graphics and audio drivers?
Have you installed the latest Java JDK software?
