Jungle trees can generate leaves far enough from the tree trunk that they decay

Steps to reproduce:

1. Generate a standard world with the seed “-6984174039507203179”.

2. Enter creative flight.

3. Execute

   /execute in minecraft:overworld run tp @s 1011.25 95.35 1132.78 124.50 36.30

Observed behavior:

The leaves the player is looking at have a distance of 7 which makes them decay in a few moments and perhaps drop saplings. There are many more instances of decaying leaves on the tree tops around the player.

Expected behavior:

Leaves should not decay in natural generation.
