Looting doesn’t affect the amount of sculk catalysts dropped by wardens.
Their loot table:
{
"type": "minecraft:entity",
"pools": [
{
"bonus_rolls": 0.0,
"entries": [
{
"type": "minecraft:item",
"name": "minecraft:sculk_catalyst"
}
],
"rolls": 1.0
}
],
"random_sequence": "minecraft:entities/warden"
}

This is intentional behavior. In order for a mob’s drops to be affected by looting, their loot table must contain
"function": "minecraft:enchanted_count_increase"which the warden’s does not.
