Placing Bone Meal from main hand simultaneously places Torch from off-hand

When a player holds Bone Meal in the main hand and Torches (or any placeable block) in the off-hand, using the Bone Meal on a block (such as Grass) triggers the off-hand action as well. This causes a torch to be placed at the same time the bone meal is consumed.

In previous versions, the main hand action had priority and would prevent the off-hand from triggering if the interaction with the main hand item was successful.

Steps to Reproduce

1. Equip Bone Meal in the main hand.

2. Equip Torches(or any block) in the off-hand.

3. Right-click (Use) on a Grass Block

4. Observe that the Bone Meal is used, but a Torch/Block is also placed simultaneously.

Observed Results

The game executes the "Use" action for both hands at the same time with a single click.

Expected Results

Only the Bone Meal should be used. The off-hand item should only be placed if the main hand item cannot interact with the targeted block.
