It is possible to bypass the item usage delay by reloading the world

If you give yourself a command of 2 Ender pearls or a wind charge with a long delay in using them and then restart the world, you can reuse the item without waiting for the delay to end. Reproduce:

• For cleanliness, switch to survival mode with the command /gamemode survival or using F3+F4.

• Give yourself 2 Ender pearls and a wind charge with a long delay in use. Here are the commands:

• /give @s minecraft:ender_pearl[use_cooldown={seconds:9000}] 2

• /give @s minecraft:wind_charge[use_cooldown={seconds:9000}] 2

• Use Ender pearl.

• Use a wind charge.

• Reload the world.

• After the re-entry, you will be able to reuse these items because the delay in use is canceled.

• Perhaps this is due to the fact that there is no special tag in the player's NBT data that will store the delay in using items and which will be saved when the world is reset. Of course, I'm not a programmer, but I still understand some game aspects.
