The current state of the Copper Bulb represents a design regression that is being incorrectly shielded by the "Working as Intended" status on the bug tracker.
The 1-gt delay was an explicit, confirmed design feature by lead developer kingbdogz (see https://x.com/kingbdogz/status/1718766720049873061) that opened up compact game-tick timing to redstone circuitry. It was not a bug.
In 23w46a, this intentional behavior was "tweaked" following a report (MC-265910) that suggested the Crafter be consistent with the Dropper, even though the Copper Bulb change wasn’t the main focus of the report or the changelog.
Because the 23w46a changelog used the term "tweaking," any subsequent report of the lost 1-gt timing (e.g., MC-307158, and other duplicates of MC-266742) is now closed as WAI. This erases the original confirmed intended behavior without explanation.
