Using a Map on a Banner does not increase Times Used statistics

Steps to reproduce:

1. Create a scoreboard to track Times Used statistics of a Map using the commands provided below:

/scoreboard objectives add UseMap minecraft.used:minecraft.map

/scoreboard objectives setdisplay sidebar UseMap

1. Get any Banner and an Empty Map.

1. Place down the Banner, fill the Map. Notice how the Times Used statistics increased.

1. Add the Banner as a marker to your Map by right clicking on it with your Map in your main hand. Notice how the Times USed statistics has not increased.

Expected Behaviour:

Either of the 2 actions described in steps 3 and 4 would increase the Times Used statistics of a Map

Observed Behaviour:

Only filling the Map counts for the Times Used statistics.

I would also advise to revisit MC-298275. A new block called the Shelf got added recently, and putting an item into a Shelf is of the same value as putting it into a Decorated Pot. Yet a report for statistics not increasing when using the Shelf got marked as “Works As Intended” (MC-302587, comments section). This shows inconsistency.
