My survival world is on 26.1.2 and i went through 5+ bastions and 0 upgrades spawned, even though it has 10% chance to spawn and 100% from a treasure chest. I went into spectator to make sure it isnt just poor luck and after 10 more bastions, not a single upgrade generated.
