Model files exist for water and lava, however changing these to include geometry like other models do, or using a custom blockstates file to redirect fluids to point to other existing model files, will not cause the model to appear.
This is inconsistent with block entities (https://www.minecraft.net/en-us/article/minecraft-snapshot-24w46a ), which render any model geometry in addition to their hardcoded entity geometry.
A resource pack is attached that should make water render crimson buttons, and lava render warped buttons. It can be seen that applying this resource pack does not make this happen. The particle textures, however, are correctly changed:
/particle minecraft:block_marker{block_state:{Name:"minecraft:water"}}
/particle minecraft:block_marker{block_state:{Name:"minecraft:lava"}}
